Questions buyers ask

The questions a contracting officer usually asks before awarding to a distributor, with the answers we are held to.

Who we are

Are you a manufacturer?
No. DYNESOURCE is a wholesale distributor — a nonmanufacturer. We buy from the manufacturer or its authorized distributors, take title, and sell to you. We are not an agent or a broker.
Do you hold inventory?
No. Every line is sourced for the order. Lead times on our quotes are the ones our supplier commits to in writing, so what we quote is what we can deliver.
How do we verify your registration?
SAM status, CAGE and UEI are published on the compliance page once our registration is active, with a link to check them in SAM.gov.

Awarding to us

Do you hold a GSA Schedule or another contract vehicle?
No. Award to us on the open market under your own authority: purchase card, simplified acquisition, or your solicitation. Nothing is bought through a vehicle.
Can we pay with a government purchase card?
Yes, up to $15,000, the federal micro-purchase threshold. Send the item list, take the quote, and pay by phone or by a secure payment link on our invoice. We never take card details through this website.
Can you respond to small-business set-asides?
Where we are eligible, yes. On set-asides from $15,000 to $350,000 the nonmanufacturer rule does not apply, so we can supply any manufacturer's product. Above $350,000 we quote only where the rule is met — the product is made by a U.S. small business — or waived.
Do you accept rated orders?
Yes. A DO or DX rated order is accepted or rejected within the time DPAS allows (15 CFR 700), and the rating is flowed down to our supplier.
How do you invoice a DoD order?
Through Wide Area WorkFlow in PIEE, with the document type the order specifies (DFARS 252.232-7006).

The quote

What does your quote show?
Manufacturer and manufacturer part number, or NSN, for every line; country of origin for every line; unit price, extended price and unit of issue; delivery in days after receipt of order; fOB terms and the ship-to we quoted against; the solicitation or RFQ number the quote responds to.
How fast do you quote?
Within one business day of receiving a complete requirement, and before the solicitation's due date.
Can you quote an exact part number or NSN?
Yes. We quote the approved source listed for the NSN — the manufacturer's CAGE and part number — with both shown. Anything else is offered only as a clearly marked alternate, never as a silent substitute.
Will we know the country of origin before award?
Yes. Every quote states the end-item manufacturer and the country of origin for each line, so the Trade Agreements or Buy American evaluation can be made before award.
Why is there no price list or catalog?
We hold no inventory, so every line is priced to the requirement in front of us: the quantity, the packaging, the ship-to and the delivery date. The quote itself carries what you need for a price-reasonableness determination.

After award

What happens if a line does not conform?
We replace it or credit it, at your option, and arrange any return at our cost. You deal with us, not our supplier. None of this limits your rights under the order’s inspection and warranty clauses.
Can you meet military packaging and marking?
Yes, where the order calls for it: MIL-STD-2073-1 packaging, MIL-STD-129 marking, IUID and passive RFID, quoted to the order and flowed down to the supplier. Commercial packaging follows ASTM D3951 by default.
Do you sell to commercial and institutional buyers?
Yes — the same sourcing and fulfillment, on commercial purchase orders and terms. See the commercial pages for accounts and invoicing.
